I am going to have a revision rhinoplasty and chin surgery (sliding genioplasty), but since I couldn’t find any surgeon who specializes in both procedures, I decided to separate two procedures with two different doctors, since both surgery has to go under general anesthesia, can I have both surgery done within half a year or even 3 months?

Swelling after rhinoplasty, especially revision rhinoplasty, can definitely take more than one year to settle. Changes are seen to the parents of the nose even years after the original surgery depending on the technique used. Thick skin takes longer for the edema to settle....
At least one year. Depending on the age and skin of the patient, the scar may stay red longer. It will never be gone, just better.
