What is wrong with my eyes/eye area? Please excuse eyebrows, all the salons are closed! (Photo)

I’ve been very insecure about my eye area for the past few years. When I was a young girl I had really cute eyes. But now They are slightly downturned, round, asymmetrical and don’t have a tilt or that tear duct bit. also very hooded and lots of skin that makes them look swollen. Monica Bellucci, Natalie Portman, Gemma Arterton, Gal Godot etc. all have beautiful eyes in my opinion. Is there a procedure that isn’t too expensive that will help me achieve a more feminine look like these women ?
