It is hard to determine whether childhood eczema contributed to your dry hands.  Atopic dermatitis or eczema is often chronic and can have flares into adulthood.  Platelet rich plasma has been shown to be an effective treatment for dermatitis (inflammation) and volume loss.  Frequent lubrication can help also.  Most skin care regimens that are used on the face can also be used on the hands.  Microdermabrasion can remove dead skin and promote new skin growth.  Fillers with or without the PRP can add volume. Hyaluronic acid fillers draw water to hydrate your skin.  Get a formal consultation to discuss the multitude of options. 

It is difficult to say whether eczema has given this appearance to your hands - but it is certainly possible!
