I’m 18, I hate my breasts, what’s wrong with them? Are they tuberous, if so, what grade of severity are they? (Photo)

Ever since I could remember, there was always something wrong with them. My nipples went from being inverted to swollen and puffy by the time I was in development. I thought I was just flat, but bras never sat comfortably. I used to wish that I was a boy or just that I could cut them off. I want the surgery to fix them but I don’t know how I’ll afford it, I don’t know if costs can be covered here in Australia.
