Scar tissue build up after implant removal - how can I create symmetry? (Photo)

I recently had my implants removed in slate February of this year. In October last year I had an injury to my left pectoral muscle while doing heavy bench press & other chest workouts - between November & January I noticed that the left side started to form a seroma which I’m guessing it’s from the injury. By late January the left side had doubled size compared to my right side. At that point, I decided to have my implants completely removed, and the surgeon decided not to remove the capsules. After surgery, both of my breasts looked deflated which was to be expected. The left one still sat higher up than the right one and as of today, it appears that I have an implant on my left side due to all of the scar tissue balled up inside the left breast. It does not look any different than it did before the surgery, other than being smaller due to the implants being removed. The left one sits up much higher and looks so much fuller with all that scar tissue inside of there. The right side is empty and flat. I would like to get some advice on what route I need to go in order to have my left breast look the same as my right. I’ve had one consultation so far and was told that my pectoral muscle would need to be reattached and all this scar tissue would have to be removed, which I felt like should have been done in the last surgery when I had my implants removed. My left side looks like there’s caps or contracture without any implants even being there.
