Do you have an under developed Mandible. This would also explain the overbite or over jet.

I suggest talking to a few oral surgeons about a sliding genioplasty or talk to plastic surgeons about a chin implant. both specialties can do both procedures but it seems like oral surgeons have a preference for a sliding genioplasty and plastic surgeons tend to recommend implants more often.

Soft tissue manipulation is going to have a limited impact with the primary problem is based on bone structure.

That said, fillers can augment the chin very nicely as well.
