5'4, 140lbs, what steps/procedures would get me a more flattering figure? (Photos)

I am a 5’4 white woman and I weight 140lbs. I have a wide rib cage and small hips with hip dips. I’ve struggled with losing weight, I’ve weighed 160-170 most of my life until about 2 years ago and I’ve gotten from 130-140 but I still have stomach and hip fat but in the wrong places? I want a rounder bum but I have a low butt crack and smaller waist. It probably doesn’t help that my breast have sagged since I’ve lost weight and my nipples point down towards my stomach. What can I do?
