In the photo, the visible concern appears to be limited buttock projection and some contour/hip-dip area, but the view is limited and a full exam is needed to judge your proportions and donor fat. If by "injections" you mean silicone, hydrogel, or other nonmedical buttock injections, I would strongly avoid them because they can cause serious long-term complications. Some injectable biostimulators or fillers may give a modest contour improvement in selected patients, but they do not create the same volume change as a BBL and can become expensive for larger areas. A BBL may be an option if you have enough donor fat and realistic goals, but at 4'11 the plan has to be conservative and based on your overall frame, skin quality, and safety. I would recommend an in-person consultation with a board-certified plastic surgeon who can examine you, discuss donor areas, and explain whether fat transfer or a nonsurgical contouring option is safer and more appropriate for your goals.
