Thank you for your question. An in person examination and a thorough discussion of your goals is the key to answering this question. Liposuction is most effective once someone has reached their goal weight. Liposuction is then used to contour areas that are out of proportion to the surrounding regions. 

In general, optimal BMI for lipo is 20-30, but it's possible to have limited liposuction treatment with BMI over 30 as long as your expectations are reasonable.  Be sure to discuss your goals and concerns with your board certified plastic surgeon and consider the pros and the cons. Be certain your surgeon is properly certified.  I've attached a link where you can start your search. 

Thank you for your question. The best way to determine if youre a good candidate for surgery is trough an inperson consultation. That said it is highly recommended to reach an estable weight with a BMI of 30 or less to achieve the best results and to minimize risks. Best is a consultation with a Board Certified Plastic Surgeon.

We do not bother with the ridiculous BMI stuff. We evaluate you individually on what you have and want and need and what is possible. Lipo is the great motivator and as such is so worth it.

There is no replacement for an in-person evaluation, but from the numbers supplied your BMI is 38.1. This makes you less than an ideal candidate for liposuction for two reasons: Safety and Effectiveness.
Safety: A higher BMI is an independent risk factor associated with increased risk of surgery. This means that it puts you at higher risk for complications, regardless of other health issues.
Effectiveness: The maximum recommended amount of fat removal from a single liposuction surgery is set at 5 liters, or about 11 pounds. This amount is an arbitrary number, selected by board certified plastic surgeons, because it was felt that it was a safe number. Large volume liposuction is still practiced by some, but it is a different operation, and needs to be handled very carefully. Five liters of fat removal may be enough to smooth out a few areas, but not effectively reduce size.
As the risks increase and benefits decrease, enthusiasm for a procedure is reduced. If you have gained 10 pounds in the last year, potentially, you could have back the weight lost from liposuction before you are healed. On the other hand, if you are losing weight, and are looking to remove a stubborn area, liposuction can provide further motivation. 
Each case needs to be evaluated individually, but in general, the heavier you are, the less likely it is that liposuction is going to be of benefit.

 For best results, it is recommended to be at your ideal or stable weight before getting a sculpting liposuction procedure. Liposuction is not a weight loss procedure, rather it is for sculpting and defining and removing problem areas that cannot be removed with weight loss and diet / exercise alone. Best, Dr. Emer

Liposuction is a body contouring tool and not a means to weight loss. The optimal candidate has reached a stable healthy weight with a BMI below 30. They typically have one or more areas which are resistant to traditional diet or exercise that can be addressed.
With regards to your specific question, there is no absolute weight restrictions for surgery. A lower BMI will optimize your outcome and lower your surgical risk profile. A BMI of 34 places you in a higher risk category. That being said we commonly operate on patients with BMI >30. Patients must be aware of the added risk.
