The reason that you feel that your breasts are still saggy is because a "lollypop" scar pattern does not adequately address the vertical excess that is present in a breast as time/gravity/stretch have had time to enforce changes on the breast. You truly need an anchor type pattern scar to address the vertical (up-down) and horizontal (-side-to-side) excess of skin and breast tissue. The implants will continue to stretch the tissues as well so I usually recommend a supportive scaffold such as Galaflex.

Measurements are needed to be certain, but your nipples could be raised some. Your breasts naturally sit somewhat low on your chest and the base of your breasts cannot be raised. You will never have high breasts.
