Lower Eye Bag Removal - what procedure would be best for me? (Photos)

Hi, I am a 48 year old woman who has had an issue with lower eye lid bags most of my life. I have big round chipmunk like cheeks, and as I have gotten older, that has made the issue worse. I have tried filler, both in my cheeks (to lift out the area) and under eye (but my skin is very thin) but nothing has solved this issue. What procedure would be best for someone like me?

I prefer to do the brow lift first as it may take out some of the upper eyelid skin and decrease or eliminate the need for the upper blepharoplasty.
