You are young. I do not believe you need a brow lift. Doing an asymmetric blepharoplasty, removing more skin (no muscle) on the full upper eyelid would achieve the result you would like to see.

You have asymmetry of the eyelid tarsal crease. I would perform a Foxtail Eyelid Lift which I developed to help recontour the lateral lift and also reset the tarsal crease on the right.

You have a symmetric upper lids with one more hooded than the other. It's possible to just do your right eyelid to make it look like your left by removing a conservative amount of skin. Surgery or will raise the crease on that more hooded eyelid. This procedure can be performed under local anesthesia as an outpatient procedure.
