The question is not whether you would be a good candidate for hairline lowering as you would be, but whether it can be done alone or requires a first stage scalp expansion. That depends on two factors, how much natural scalp elasticity you have and where you want the new position of the hairline to be.

Based on your photos you appear to be an excellent candidate:(1) anterior hairline is thick/dense with follicles(2) lowering your hairline with dramatically rebalance the features of your face, in other words more focus on the face as a whole and not on the forehead(3) I can only see your left "widow's peak" and that can be reduced/closed to round your frontal hairline.
I do not, however, see a need for a browlift--your eyebrows are at an aesthetic height and shape and your upper eyelids are well defined.
The surgical technique determines the aesthetic outcome from hairline position, to its shape, and invisibility of the hairline scar.
