When I bend over, the skin on my lower abdomen is sagging and loose. My full tummy tuck was done June 12, 2014. Is this normal?

Is this normal? It looks flat when I stand up but looks terrible when I lean over. I did have fluid removed on one visit, but nothing on further visits. Could it be that the skin didn't attach?
