From your photos it appears you are a good candidate for breast augmentation and would not need a lift.  As for timing, after surgery you will have lifting restrictions in place as you heal.  Depending on your training requirements for competition you will want to give yourself several weeks prior to competition for the augmentation.

A good rule of thumb is if your nipples are below the inframammary crease, you would be better off with an uplift plus the mentioned implants. At this point, it looks like your nipples are above the IM crease, but if you lose weight, this might change as your breast may get smaller causing sagging.Implants will elevate you slightly, and your nipples do not point downward, so you may be OK with just implants. A personal examination is always necessary for a definitive answer. Based on your photos, I don’t think you need a breast lift.  In addition to enlarging your breasts, an implant will also lift them adequately by filling out the slightly loose skin.  Be sure to consider not only the implant size but the profile, which correlates to the forward projection of the implant.  Submuscular placement creates the most natural look and the best protection against scar capsule contracture, which is the hardening of scar tissue around the implant.  As for timing, I doubt that loss of a few pounds and associated body fat would make much difference in your choice of implant, so I would choose a time that allows 6 weeks for recovery before vigorous exercise.
