Best to be evaluated in person for something like this, to see how you animate, check how your teeth align, and get some actual measurements at repose and smiling. You are an excellent candidate for a lip lift. A lip lift does 4 things: shortens the distance between your nose and upper lip, increases the mucosa of the upper lip, increases the incisor show and pulls up the corners.

I think a lip lift for you would help you get what you are looking. Veneers will only help the appearance of the teeth which isn't your concern at this time. The reason your smile appears forced is because you are trying to lift your upper lip so that you have some teeth show but the area of skin between your nose and upper lip is too long. This creates the thin upper lip and difficulty with tooth show when smiling. I would meet with a plastic surgeon to discuss lift lip options. Hope this helps!

You are a good candidate to have an upper lip lift. This is a very safe, simple, outpatient/office procedure performed under local anesthesia. You should get a significant improvement. Seek the advice of a facial plastic surgeon who has experience doing this type of procedure.
