Upper teeth don’t show when I open my mouth, have to strain to show them when I smile. What can be done to fix this?

I have been considering veneers and/ or a lip lift, however I only want to invest in the procedure if it can achieve a noticeable difference. My philtrum is approx. 15 mm, and my central incisors 9mm.
