Can you please advise on why my breasts won't stop being cold even after 7 years?

The implants have nothing to do with your EKG. That is from your heart. You may have some sensory nerve damage which gives you the sensation of being cold. Your implants should be at your body temperature since they are inside and not cold. However, gel implants may feel more cold, especially outside in the winter. And, no, your implants do not sit right next to your heart. They are closer to your lungs.
