I have Raynauds, would I be able to get a BBL?

I don’t see why having Reynaud’s disease would prevent you from having a BBL.

I suggest having a few in person consultations with local board-certified plastic surgeons to get an assessment and to find out what each individual provider feels about you as a candidate including your medical history.
