Thought it was milia but it seems permanent (had it for the last 10+ years) and it feels smooth to the touch. I know it's not harmful but sometimes in photos with the wrong lighting it gives a shiny or sparkly look to the area under my eyes, and when coupled with existing "dark circles", doesn't look quite good. I'm worried overly invasive treatments will leave scarring and be too abrasive on the already thin skin in the area. I've tried various creams for dark circles, but they didn't work.

You are far too early in the healing process for the incision to be healed to the point of fading. Do not pull or tug on the healing incision. Follow your surgeon's advice for care to the area. This is very delicate skin but it usually heals very well over time.
