How can I remove eye bags that were caused by a midface lift and fat transfer 15 months ago? (Photos)

I have eye bags caused by a midface lift and fat transfer under eyes from surgery 15 months ago. The surgeon who is aboard suggested a lower blepharoplasty to fix the problem. My surgeon said l have fat on the lateral of the lower lid from my photos. Research suggests it could make the problem worse. The bags are soft to touch and left lower eyelid skin is looser and also the worst eye bags. I was doing lymphatic facial massage twice daily for the past 9 months without any changes. I’m not sure if it’s fluid or fat. Can you suggest any treatments please? Prior to surgery no eye bags
