What you are describing is an ideal situation for liposuction.  This can be done relatively easily and fairly quickly with excellent results in the right hands.

Thank you for your question.  It is possible to do liposuction in the pubic region of males, with overall good results.  As your area is already quite thin, it is important to relay to your physician your expected goals with the procedure.  Low volume liposuction/liposculpting is more important with what it leaves behind rather than the amount and location of where fat is removed.  This will limit the possibility of contour irregularities and asymmetry.

While it may be possible to further decrese the thickness of your already seemingly  "adequate" subdermal fat layer, you might want to consider talking to and being examined by a qualified plastic surgeon. An excessively thin pubic cover might render sexual relations  painful and traumatic to the pubic bone area.
