I would never say that one type of surgeon is the "best" at any one surgery. There are excellent surgeons in plastic surgery, facial plastic surgery, and oculoplastic surgery who regularly perform blepharoplasties. I'd recommend you meet with a couple surgeons and discuss your concerns. Ask if they have done this before. Ask their comfort level. See pictures. Most of all, go with your gut. You are beginning a relationship with this person, There are unexpected things that can occur in even the "best" hands, and your relationship with your surgeon will mean everything to you at that point. All the other things such as reviews, pictures, prices, and promises go out the window at that point. You need comfort, compassion, a listening ear, and guidance. If you don't feel that, go elsewhere.

Before deciding on a particular type of surgery for your upper eyelid asymmetry, it is important to discuss your condition with several doctors so you can get a full understanding of all possible treatment options. In some cases, simple treatments like Botox injections may be recommended instead of surgery. It is also essential that you meet with someone experienced facial plastic surgery who has experience dealing with similar cases before proceeding with any treatment plan. Although an in-person exam would be necessary to provide a definitive answer, based on the photo you have provided it does appear you would be a suitable candidate for upper blepharoplasty to create a more symmetric crease. During the surgery a small amount of fat and excess skin will be removed. With this amount of asymmetry, there is no reason to consider surgery; make up would eliminate any sisible discrepancy between eyelids. Hope this helps.
You need to consult with and Oculofacial Plastic Surgeon. Ideally, if possible, the highest credentials is somebody who is a member of the American society of Ophthalmic Plastic and Reconstructive Surgery, also known as ASOPRS. In your case, you need a small ptosis repair to make the size of the right eye a little more open, and then an upper blepharoplasty on both to remove a little bit of redundant skin, but mainly turn your multiple folds into one more defined crease. Adding a little bit of volume to your eyebrow with something like a very conservative amount of fat grafting would be icing on the cake.
