Given the pic provided and your age, I think you could consider a 35% TCA peel to the lower lids. That will tighten them and help with some pigmentary issues. Or, you could have a fractionated CO2 laser done as well.
Either should give you the result you desire.

The eye area needs significant combinations to get improvement. Lasers like erbium, co2, halo, profractional/contour, or Fraxel can all be used to build collagen long term.
