Liposuction is a very very small incision with you awake.  A small amount of liposuction would really help.  You don't need to be put under.   I hope this helps.  Also, you have a nice face so don't be too critical of yourself.

It has been my experience that most of the non-invasive treatments do not yield an impressive enough result.  A minimally invasive treatment such as FaceTite/NeckTite, ThermiTight, or J-Plasma would give you a very nice result with a relatively short down time.
