Already been to an ophthalmologist/ocularplastic surgeon who diagnosed me with pseudoproptosis. He said the cause of my pseudoproptosis is "Midface Hypoplasia secondary to flatted cheekbones". He used a Hertel measuring device and said both my eyes were 20mm. (Normal Range) I have chronic dry eyes from not being able to close my eyes at night, so this problem I need to take into consideration as well.

To achieve your desire result a mid face lift would be your best option. It would pull the cheek pad upward and lateral to give more support to the lower eyelid and help cover the orbital rim.
