It appears that you have a bilateral condition known as upper eyelid ptosis. In person co sultatuin with a board certified plastic or oculoplastic surgeon will give you an opportunity for proper diagnosis as well as options of surgical treatment. Good luck.

Although it is hard to say for sure just based on this singular picture but you do look like you have ptosis ( drooping of the eyelid). This is a condition than can definitely be fixed , your surgeon will determine the degree of ptosis you have and what can be done to improve it ( different types of surgeries will address different degrees of ptosis) , but rest assured this can be corrected and you are not stuck with this condition.I hope this helps, Best of luck!
