Will incomplete blinks after transcutaneous lower blepharoplasty eventually resolve?

I would definitely talk to your surgeon who did the surgery. Additionally, hopefully your dry eye specialist has told you whether you are able to achieve closure even with effort. If you can't get closure even with effort, especially 6mo out, this is starting to enter unsafe territory for your eyes. If you ARE able to get complete closure, then it is possible that the muscle is just stunned and needs to recover strength. However, I will put it out there that this is one of the risks of a transcutaneous lower bleph (ectropion) so you should check with your surgeon if you think this is what is going on.

This all depends on the position of your lower lids. If you have lower lid retraction (the lower lids now being pulled down) this can cause significant dry eye issues. Some photos would be helpful to answer your question.

Have you ever had an upper blepharoplasty? Or a brow lift? It would be very important for us to know that. It would be unusual for the ice not to close after a trans conjunctiva blepharoplasty alone.
Treating dry eyes is fairly standard. Use lubricating eyedrops during the day, pointman at night, and consider having your tear ducts blocked with plugs either permanent or temporary. There are also medication that can help.
