To improve your lower eyelids requires either surgery or filler. Surgery would be the permanent option that would transpose the fat from your lower lids to your tear trough to give you volume. This would get rid of the bag and give give you a smooth transition from the lower lid to the cheek. Laser resurfacing would also improve the skin texture and quality. Filler is also an option to add volume to the cheek/tear trough. Best to see an eyelid expert in your area.
Fat graft seems ideal treatment for your problem. Other option might be you can first try with dermal filler.
