I have a strange/unique shape to my inner and lower eyes. My epicanthal folds stretch to cover the inner corner of my eyes, and the epicanthal folds seem to cause a crease below my eyes. I would like to improve the appearance of my eyes, but in my research I’ve never come across a procedure that would seem to correct it. I saw a doctor about fillers, but in their opinion, fillers were not the best option to correct.

It would be very difficult to give you appropriate advise based on these photos. In person evaluation and discussion about your goals with a board certified plastic or oculoplastic surgeon is recommended. Good luck.
The diagnosis for low eyebrow position would be 'eyebrow ptosis'. Usually, the eyebrow moves down due to the aging process or many people are born with low eyebrow position. Functionally, if your eyebrow is too low, you feel heavy when you open your eyes. Aesthetically, you may look a bit angry...
Ptosis is always a bilateral problem unless it is the result of trauma. You need to see a plastic or ophthalmic plastic surgeon who specializes in treatment of ptosis and does a significant number weekly.
