You have picked up on some key features:  orbicularis hypertrophy and fullness are a sign of youth. Furthermore cheek volume and projection is needed to achieve the look you are looking for. Cheek volume can be achieved with fat grafting or fillers. No great way to achieve orbicularis oculi hypertrophy however.

Your expectations need be realistic. Not everyone can get the "model eyes" that your desire.

This is an interesting question, and thank you for the examples. I think what you're seeing is actually more fullness in the upper cheek region and a slightly tighter lower eyelid (orbicularis muscle). This look can be achieved in many cases by performing a lower eyelid lift, with transposition of the orbital fat to fill in the hollow area between the lower lid and cheek. At the same time, the lower eyelid skin and muscle can be tightened.

The issue of the "squinty eye" look really does not have anything to do with the orbicularis oculus muscle.  Rather the brow position is generally somewhat low, which works in a male but does not work so well in a female.  Without a photograph it is difficult to say what would be most appropriate for your concerns.  It may be that something as simple as some filler into the brow area may give you the look that you desire. 

What you are asking for is simply impossible to do without looking bizarre.  A surgeon cannot just give you a hypertrophy of the eyelid muscle . It is important to have realistic expectations
