Some combination of filler is going to be best here.  It has to be done carefully especially in the orbital area.  A fat transfer may work best as you can treat all these areas.  But if you don't want surgery you can have fillers done.  Two types are needed in most cases for your situation.  

Kmikaila112.       Fat is an excellent option for lip augmentation.  Studies demonstrate 30%-60% take of fat grafted to the face, so a second procedure may be needed, depending on how much takes in your case.  Be sure to consult with a board certified plastic surgeon. Good luck!
