How much Restylane does it take to fill tear troughs? Will one syringe (1cc) be enough?

For the tear trough area, usually 0.5 to 1cc filler is enough to fill out but it can be up to 1.5cc or a bit more. It all depends on the anatomy.  See an oculoplastic specialist.
