Soft skin lumps after necklift. How can this be corrected? (Photo)

I had a neck lift 12 months ago. Skin had 'dropped' and was left with lumps under chin. Had revision 6 months ago, and the area under my chin still has lumpy skin in the area where the scar is. Looks to be how it is pulled and where the scar is. Scar is only about 1inch long. The same thing happened after the first surgery. Surgeon confirmed there is no fat, its just soft skin. How can this be corrected? I'm 36. My skin elasticity is not the best.
