20 years ago I had my forehead reduced with a hair transplant. Was not happy with the appearance. Could never tie my hair back. I topped up the transplant with more hair but I'm still unhappy. It's course, snaps easily and doesn't look thick and natural. Is it possible to have my scalp surgically lowered and still get a great result even after transplant? I will the surgeon find all my baby hairs? Can I reuse some of the transplant hairs?

You've suggested a number of different procedures, but what is your intent? If you are looking for facial balance, maybe a chin implant is the best first step. You could do some fat grafting to your cheeks (or an implant), certainly. Hair grafting is another option or forehead contouring, but...
It is impossible to give you meaningful answer without in person evaluation or at least a series of good photos. Generally speaking, reduction of forehead height and limited bone contouring may be achieved in the same surgery. Hope this helps.
