It looks like you may have what is called a negative vector morphology, where the lower rim of the eye sits back a little. Fat often improves this, but without better photos I cannot tell whether or not you have a little bit of lower lid bags that might prohibit fat transfer to the rim. If you do have a herniation (bags), it should be removed during the procedure to ensure a smooth lid/cheek junction blend.

I would advise doing it at the same time. Fat transfer is less predictable than the volume addition with an implant (totally predictable). Be prepared for more than one fat transfer to the chin if you need more than a few millimeters of projection.
