One of the problems with laser assisted liposuction is a potential for burns. After inflammation has subsided is hyperpigmentation persists a bleaching agent can be used.

I am sorry you got "burns" from your liposuction surgery.  This is not a typical thing to happen.  I'd be curious to see the photos and decide what the best treatment is based on what I see.  If it is true pigmentation from a post-inflammatory reaction, then topical triluma (hydroquinone, vitamin A, anti-inflammatory) and sunprotection is best.  If there is a true "scar" at the site, then there are other options such as silicone based scar gels (biocorneum) and laser treatments, with or without steroid injections. Long lasting discoloration after tummy liposuction is rare. Unless you African American you should not have much discoloration, unless you are in the first months after lipo. The best creams are hydro quinon based. Any bleaching cream will do, but consulting a board certified plastic surgeon would serve you well, good luck.
