My head shape has been my biggest insecurity since I can remember. I would like to know if a forehead reduction (hairline advancement) with a small skull surgery (Bone-type cement that doesn’t require prior scalp stretch) would do the job, or do I need a full 2-stage cranioplasty to get the volume I desire?

You do have prominent forehead but it does not look like a craniostenosis. Contouring of bony prominences and lowering of hairline would improve current appearance. In person consultation with a board certified plastic surgeon with background in craniofacial surgery is recommended. Good luck.
When you make an incision to pull the hairline forward, it is a straight line and when you pull it, it tends to get straighter. You have a nice hairline shape, and without a side view it is hard to know if hairline advancement makes much sense.
