Can dermal filler dissolver be used on upper eyelids?

I have previously had filler in the temples and under eyes to the point of being severely over-filled. Due to being allergic to the filler dissolvant, I have had low strength several times which I felt worked for the most part. Recently, i had an upper bleph as i felt I had a lot of excess fat in the upper eyelid but upon having the bleph i was told there was no excess fat there. It is now my belief that the cause of the puffy upper eyelids is due to migrated dermal filler. Is it safe to dissolve in this area?
