Can you surgically remove a corn/toe scar? (Photo)

I have a dark spot on my toe I've been struggling basically all my life, endless attempts have been made to get rid of it including exfoliating, glycolic acid and salicylic acid patches aka dr Scholls corn remover. All those things have left me with something that now looks like an swollen scar Also, my third toe opens when I step and I also dislike that very much. I was hoping there was a surgical option to get rid of both issues, with whom and how much the cost was. Thank you so much
