Getting rid of self harm scars. Age 19. Insurance cover? (Photo)

I used to cut myself when I was 14 and 5 years later I still have the scars. It causes me a lot of anxiety because I feel like whenever people see them they are judging me for a stupid thing I did in middle school. What is the best/least expensive way I can get these removed. I have done some research and I think they may require plastic surgery would insurance cover it? and is there another method to avoid plastic surgery? thanks. :)
