yes you can put fillers there but there is risk and this wont look good as this is your normal anatomy. Please do not let anyone try to inject filler to correct his issue. You have a beautiful epicanthal fold which is the Upper eyelid skin covering the lower. Filler will NOT correct this. It will create an unsightly bulge.

The photos of your eye are limited and we don't see both together along with the other anatomy including eyebrows, but this area is close to the the lacrimal or tear duct apparatus which is best left alone.  For shallow upper eyelids you can consider Botox or similar product to give you a brow lift but filler in this area is ill advised.
