I’ve had filler before but it gave me white looking bags so I had it dissolved. I’ve always had hollow under eyes, inherited from my mom. I want it permanently fixing so was looking into transconjuctoval bleph with fat pad repositioning or midface rim implants. The only reason I’m leaning toward implants is because I have zero fat under my eyes and not sure there’s anything to reposition. My under eye feels empty! What are my options?

You have a very mild asymmetry which is perfectly normal. You have very nice eyes and I would not recommend any surgical procedures because I think risk would outweigh the benefit. Beauty truly is in the eye of the beholder so don't be so hard on yourself.
Lower eyelid retraction can occur after lower eyelid blepharoplasty, especially if a skin approach is used. Although the temptation is want to fix the problem right away, it is best to wait this one out because often the problem will self correct as the scar softens and relaxes with time....
