What percentage of fat can be removed during liposuction?

I had lower back liposuction before and the doctor did not remove all the fat. He said he needs to keep at least 10% so the skin doesn’t wrinkle. I gained a bit of it back and doing it again and he mentioned he won’t remove it all, leaving 10%. Does this makes sense? Do doctors leave some fat? I prefer it all removed
