As per your photo, it seems you need a thorough examination of your belly button to find out the best options for you.
I would recommend you to visit any experienced surgeon for consultation.

You need an in person consultation to determine your options.  In some cases excess fat in the tummy region can distort the appearance of the belly button.  I always advise my patients that they will achieve the best results from surgery, small or big, when they are at their ideal goal weight.

The overhang of your tissue on the upper portion on your belly button could be caused by excess fat and/or by excess skin or poor skin tone.  If it is due to excess fat, losing weight or liposuction or a less invasive procedure like Sculpsure could get you the result you desire.  If it is a skin issue, a belly button surgery (removing excess skin and re-shaping) may be the best answer.Evaluation in person, by a board certified plastic surgeon, should give you that answer.
