Thank you for the question and photo.  It appears you have a hypertrophic or hyper pigmented scar around your belly button.  With time this may get better but I am also concerned that a significant portion of this scar will remain visible.  It is unfortunately hard to make a large belly button smaller since the extra loose skin is not there.  A vertical scar up and down above and below your belly button may be the only way to fix the belly button issue you have shown.  Laser and steroid injection may help to make it look less noticeable.All the best,Dr. Remus Repta
