Thank you for the question and photo. It appears you have a hypertrophic or hyper pigmented scar around your belly button. With time this may get better but I am also concerned that a significant portion of this scar will remain visible. It is unfortunately hard to make a large belly button smaller since the extra loose skin is not there. A vertical scar up and down above and below your belly button may be the only way to fix the belly button issue you have shown.
