I'm 18, almost 19 and I still can't grow facial hair. I have armpit hair, leg hair, chest hair, everything but facial hair?

I have been shaving since i turned 16 because a friend told me it would help, And ever since then i shaved practically every month for a year then i stopped shaving and waited. Im almost 19 now and im worried ill never get facial hair. ):
