With only one photo provided I am not sure I agree that the lower third of your face is too long, it looks more like the middle third might be the longest. That given, you should seek a plastic surgeon with 3D imaging and editing capabilities like brand name Vectra or Chrysalis so that each third can be measured and specific procedures such as cheek or chin augmentation with an implant or genioplasty can be considered.
