The photos are difficult to assess to completely offer a clear response, but I would likely just recommend a resurfacing procedure like a TCA peel or CO2 laser. Both of these options are good for tightening the skin without surgery.

Considering the nature of your eyelid problem it is very likely that skin only lower blepharoplasty with trimming of the prominent muscle bands would be more appropriate procedure than pinch skin excision. In person consultation with a plastic surgeon with good reputation in blepharoplasty is recommended. .

Looking at your last picture I would recommend lower lid resurfacing with erbium laser over a lower lid skin pinch. It tightens skin, builds collagen, and would help with some of the deeper lines heading towards the cheek. There is a little more down time with the erbium laser lower lid resurfacing compared to a lower lid skin pinch, but I think you would get amazing results base off the posted picture.
