You will have to undergo facial field checks to see if insurance will authorize a repeat blepharoplasty. However, I would recommend a browlift first as your eyebrows are below the orbital rim and this may improve the appearance of your face.

I'm not sure what the guidelines for your insurance company would be. You also have low positioned eyebrows. You can also inquire about a Brow Lift for aesthetic purposes.
